Diplomatic relations between Cuba and Spain during the presidency of José Luis Rodríguez Zapatero in the period 2004-2012

Abstract

This article analyzes the projection of the government of the Spanish Socialist Workers Party (PSOE) towards Cuba after its victory in the 2004 general elections, in contrast to the hostile policy of the previous executive of the Popular Party, throughout the period 2004 to 2012. The leadership of Foreign Minister Miguel Ángel Moratinos in the change of approach towards Cuba stands out, despite the lack of support from some leaders of his organization, and the rejection of Popular Party to the socialist initiatives. The document details key actions, such as the reestablishment of political dialogue and its positive results for bilateral relations, despite opposition from the right. The beginning of the elimination of the European Common Position towards the island is highlighted, although it has not been achieved in that period. Furthermore, the complementarity between the two main Spanish parties is highlighted, with the common objective of seeking sociopolitical change in Cuba, although with different strategies. In summary, the article offers a different perspective on the relations between Spain and Cuba during a significant stage of the socialist presidency.
