Hegemonía, coerción y legitimidad: Estados Unidos frente a Cuba y Venezuela (2015-2026)

Resumen

Cet article analyse la politique américaine envers Cuba et le Venezuela comme une articulation de la coercition économique, de la légitimation normative et de la construction discursive de l'ordre hémisphérique. L'objectif est d'expliquer comment les mesures coercitives unilatérales, les récits de démocratie, la diplomatie publique et les appareils médiatiques contribuent à transformer les intérêts stratégiques en acceptions régionales. L'étude se présente comme une réflexion s'appuyant sur une analyse critique du discours, une revue historico-interprétative et une clarification conceptuelle. La méthodologie combine une analyse de la littérature, un examen des instruments normatifs et une systématisation des votes de l'Assemblée générale des Nations Unies sur le blocus de Cuba. Les résultats mettent en évidence trois constats : premièrement, la condamnation internationale du blocus bénéficie d'un soutien majoritaire constant, avec des votes de 187-2-1 en 2023 et 2024, et de 165-7-12 en 2025 ; deuxièmement, Cuba et le Venezuela constituent des cas de souveraineté régionale soumis à des stratégies de pression différenciées ; troisièmement, la légitimité de ces pressions dépend de catégories politiques qui nécessitent une délimitation rigoureuse. Il ressort de cette étude que la politique hémisphérique des États-Unis s'exerce non seulement par la force matérielle, mais aussi par une pédagogie internationale visant à définir quels projets politiques sont présentés comme normaux, acceptables ou susceptibles d'être corrigés.
