Etiopía y los BRICS en la gobernanza global: posturas en torno al desarrollo sustentable y la seguridad internacional (2024-2025)

Este artículo analiza los posicionamientos de la República Democrática Federal de Etiopía tras su incorporación a BRICS Plus a los efectos de examinar el nivel de alineamiento con las posturas de los miembros fundadores del foro -Brasil, China, India, Rusia y Sudáfrica- en el ámbito del desarrollo sustentable y en la dimensión de la seguridad internacional en el período 2024-2025. El estudio se enmarca en los debates contemporáneos sobre la capacidad de agencia africana y las estrategias de alineamiento de los países del Sur Global. Metodológicamente se elaboró desde una perspectiva cualitativa basada en la revisión y análisis de literatura especializada, documentos oficiales, declaraciones de cumbres BRICS y registros de votaciones en Naciones Unidas ante limitaciones en el acceso a informantes locales clave. Los resultados indican que durante el gobierno de Abiy Ahmed Etiopía mantuvo una estrategia de alineamiento pragmático con los BRICS en materia de financiamiento para el desarrollo, evidenciada durante su participación en la Cuarta Conferencia Internacional sobre Financiación para el Desarrollo. En contraste, en la dimensión de la seguridad internacional desplegó una estrategia de no-alineamiento, caracterizada por la neutralidad en el conflicto ruso-ucraniano y posiciones cautelosas respecto al conflicto palestino-israelí, diferenciándose de las posturas más activas de Brasil y Sudáfrica. Se concluye que la incorporación a BRICS Plus ha permitido a Etiopía diversificar sus vínculos internacionales sin comprometer su autonomía estratégica, lo que confirma la hipótesis de un comportamiento diferenciado según la arena de gobernanza. Se espera que el trabajo contribuya al conocimiento de las estrategias de inserción internacional de los países africanos en el actual orden multiplex.
